The rules shall be consistent with federal standards for building accessibility and shall only apply to those buildings, structures, and facilities subject to chapter 104A . \~\~ f. \~\~ The conservation of energy through thermal efficiency standards for buildings intended for human occupancy and which are heated or cooled and lighting efficiency standards for buildings intended for human occupancy which are lighted. \~\~ g. \~\~ Standards for sustainable design, also known and referred to as green building standards. \~\~ h. \~\~ Standards for safe rooms and storm shelters. \~\~ 3. \~\~ These rules shall comprise and be known as the state building code.
