Moneys in the fund are appropriated to the department to be used to fulfill the administration and enforcement responsibilities of the department and boards under the purview of the department under this subchapter . \~\~ 2. \~\~ The fund shall consist of moneys and fees collected by the department for deposit in the fund and other moneys as provided by law. \~\~ 3. \~\~ Notwithstanding section 8.33 , moneys in the fund that remain unencumbered or unobligated at the close of the fiscal year shall not revert but shall remain available for expenditure for the purposes designated in succeeding fiscal years.
