Offices of the office of driver services of the state department of transportation are not voter registration agencies. \~\~ 6. \~\~ “Voter identification card” means a card issued pursuant to section 48A.10A . \~\~ 7. \~\~ “Voter registration form” means an application to register to vote which must be completed by or on behalf of any person registering to vote.
