Any reciprocal agreement approved by the commissioner shall provide that any misconduct in the state issuing the temporary permit will be dealt with in the licensing jurisdiction as though the violation occurred in that jurisdiction. \~\~ 2. \~\~ The commissioner shall adopt by rule a fee for the issuance of a temporary permit under this section . The fee shall be based on the cost of administering this section but shall not exceed one hundred dollars per year. 88 Acts, ch 1056, §1
