A determination by the department that a violation has occurred shall be considered final agency action under chapter 17A . \~\~ 2. \~\~ An employer who violates the provisions of section 84C.3 with respect to the department shall be subject to a civil penalty of not more than one hundred dollars for each day of the violation. Any penalties collected by the department shall be forwarded to the treasurer of state and deposited in the general fund of the state. \~\~ 3. \~\~ The penalties provided for in this section shall be the exclusive remedies for any violation of this chapter . Under this chapter , a court shall not have authority to enjoin a business closing or mass layoff. 2010 Acts, ch 1085, §5
