However, “agency” or “state agency” does not mean any of the following: \~\~ a. \~\~ The office of the governor or the office of an elective constitutional or statutory officer. \~\~ b. \~\~ The general assembly, or any office or unit under its administrative authority. \~\~ c. \~\~ The judicial branch, as provided in section 602.1102 . \~\~ d. \~\~ A political subdivision of the state or its offices or units, including but not limited to a county, city, or community college. \~\~ 2. \~\~ “Department” means the department of administrative services. \~\~ 3. \~\~ “Director” means the director of the department of administrative services or the director’s designee. \~\~ 4. \~\~ “Governmental entity” means any unit of government in the executive, legislative, or judicial branch of government; an agency or political subdivision; any unit of another state government, including its political subdivisions; any unit of the United States government; or any association or other organization whose membership consists primarily of one or more of any of the foregoing. \~\~ 5. \~\~ “Governmental subdivision” means a county, city, school district, or combination thereof. \~\~ 6. \~\~ “Public records” means the same as defined in section 22.1 . 2003 Acts, ch 145, §1 ; 2007 Acts, ch 10, §4 ; 2008 Acts, ch 1031, §8 ; 2013 Acts, ch 129, §1 ; 2024 Acts, ch 1185, §88 Referred to in §15.106E , 16.5E , 25A.1 , 28M.1 , 185.34 , 262.9B
