The fund is composed of moneys collected in surcharges implemented, assessed, and collected by the secretary pursuant to sections 9.14 and 9.15 . \~\~ 2. \~\~ Moneys in the business administration fund are appropriated to the office of the secretary of state for the exclusive purpose of supporting the administration of Title XII . \~\~ 3. \~\~ Section 8.33 shall not apply to moneys in the fund.
