Moneys in the general fund of the state shall not be used or obligated to pay the expenses of the department under this chapter or prizes of the lottery, and no claim for the payment of an expense of the lottery or prizes of the lottery may be made against any moneys other than moneys credited to the department operating account pursuant to this chapter . \~\~ 3. \~\~ The state of Iowa offset program, as provided in section 421.65 , shall be available to the department to facilitate receipt of funds owed to the department under this chapter . 2003 Acts, ch 178, §91, 121 ; 2003 Acts, ch 179, §63, 84, 142 ; 2020 Acts, ch 1064, §8, 28 ; 2020 Acts, ch 1118, §73, 74 ; 2023 Acts, ch 19, §2344
