Rulemaking.

1. The department shall adopt all rules necessary to administer this chapter including but not limited to rules regulating licensure, labeling, registration, distribution, and storage of bulk dry animal nutrient products. A violation of this chapter includes a violation of any rule adopted pursuant to this section as provided in chapter 17A . 2. Rules adopted to administer this chapter are not subject to section 17A.7, subsection 2 or 3 . 98 Acts, ch 1145, §4 ; 2024 Acts, ch 1169, §16
