Organization — bylaws.

1. The commission, under the authority of the higher education division of the department, shall draw up its own bylaws, adopt rules under chapter 17A , and do such other things as may be necessary and incidental in the administration of this part , including the housing and fixing the bond of persons required to carry out its functions and responsibilities. A decision of the commission is final agency action under chapter 17A . 2. The commission shall function at the seat of government or such other place as the commission might designate.
