Record of franchises.

The utilities commission shall keep a record of all such franchises granted and issued by it, when and to whom issued, with a general statement of the location, route, and termini of the transmission line or lines covered by the franchise. When any transfer of a franchise has been made as provided in this chapter , the commission shall also make note upon its record of the date of the transfer and the name and address of the transferee.
