If an evidentiary hearing is conducted in a proceeding pursuant to section 508B.7 , 515G.7 , 521A.3 , or 521A.14 , or in a proceeding with respect to a merger or consolidation pursuant to chapter 521 , the proceeding is a contested case subject to chapter 17A . 2000 Acts, ch 1023, §6
