The secretary shall adopt rules pursuant to chapter 17A necessary or desirable to administer this subchapter , including by offering and performing extra filing services upon request by filers. The rules may increase the amount of a surcharge implemented, assessed, and collected, or modify the period of service as provided under this subchapter . 2021 Acts, ch 165, §250
