12-2037. Application of act; exclusions. (a) This act* shall be applied to all municipalities regardless of the stage of development of an organized collection system. (b) The provisions of this act shall not apply to the collection of waste tires as defined by K.S.A. 65-3424(m), and amendments thereto, from any facility for the purpose of recycling or disposal.
