Money cannot be appropriated for buildings without popular vote. The State, ex rel., v. Comm'rs of Marion Co., 21 Kan. 419, 433; The State v. Harrison, 24 Kan. 268. 2. Section is constitutional. The State v. Butler County, 77 Kan. 527, 94 P. 1004. 3. Section not applicable to bonds for high-school building. Greeley County v. Davis, 99 Kan. 1, 3, 160 P. 581. 4. Failure to publish election notice for full period invalidates election; commissioners cannot provide for permanent buildings without popular vote. Construction Co. v. Sedgwick County, 100 Kan. 394, 397, 164 P. 281. 5. Levy cannot be resisted because jail built on site other than originally contemplated. Railway Co. v.
