19-3904. Youth services bureau or contracts for services to youth authorized in urban area counties; services. The board of county commissioners of any county designated as an urban area by K.S.A. 19-2654, may establish a youth services bureau or, in lieu thereof, may contract with a nonprofit corporation, to provide the following services within the county: (a) To strengthen existing community youth resources and to promote and develop new community-based programs to meet the needs of all children and youth; (b) To receive voluntary referrals and make referrals to other agencies with the consent of the child and his parents; (c) To bridge the gap between available services and the children and youth in need of them by referral and follow-up activities; and (d) To act as an advocate for children and youth to assure that they receive needed services, while avoiding any suggestion of stigma so that those needing assistance are not reluctant to seek it.
