65-163h. Same; intended use plan for available moneys. After providing for public comment and review each year, the secretary shall prepare a plan identifying the intended uses of the moneys available in the fund. The intended use plan shall include, but not be limited to: (a) The project priority list; (b) a description of the short- and long-term goals and objectives of the fund; (c) information on the projects to be financed, including a description thereof, the terms of loans to be provided and the municipalities receiving the loans; and (d) the criteria and method established for the provision of loans to be made from the fund.
