CASE ANNOTATIONS 1. Duty of mayor is mandatory and purely ministerial. The State, ex rel., v. Bentley, 98 Kan. 442, 443, 157 P. 1197. 2. This chapter repugnant to state constitution prohibiting special legislation. Board of Education v. Davis, 87 Kan. 286, 287, 123 P. 885. 3. This act repeals L. 1909, ch. 62, § 3. Board of Education v. Clapp, 102 Kan. 362, 363, 169 P. 1162. 4. More than statutory amount of bonds may be voted, but issuance prohibited. Pittsburg Board of Education v.
