73-1244. Veteran benefit determination; definitions; documentation to determine eligibility. (a) As used in this section: (1) "Service-connected disability" means, regarding disability or death, that such disability was incurred or aggravated, or that such death resulted from a disability incurred or aggravated, in the line of duty in the active military, naval, air or space service; and (2) "veteran" means a person who served in the active military, naval, air or space service, including those groups and individuals listed under 38 C.F.R. § 3.7, and was discharged or released therefrom under conditions other than dishonorable. (b) No state agency or municipality, as defined in K.S.A. 12-105a, and amendments thereto, shall request or demand any other document or improvise an authentication procedure to determine eligibility for any benefit derived from a service-connected disability suffered by a Kansas veteran, except the following: (1) A United States passport as defined in 22 C.F.R. 53.1; (2) an unexpired real I.D. state driver's license as defined in 6 C.F.R. 37; (3) a veterans health identity card issued by the United States department of veterans affairs; (4) a veterans identification card issued under the authority of 38 U.S.C. § 5706; (5) a common access card issued by the United States department of defense; or (6) any department of defense identity cards listed in 32 C.F.R. 161(b).
