75-5384. Same; members to be representative of various groups and organizations; definitions. (a) The secretary shall appoint members so that the Kansas citizens' committee on alcohol and other drug abuse will broadly represent groups interested in the problems of abuse of alcohol and drugs. The secretary shall appoint members representing both governmental and nongovernmental organizations in the field and shall provide for representation of providers and consumers from both the alcohol and drug field, consumer advocates and other interested groups and shall provide for equitable representation of geographic areas within the state. (b) (1) "Provider" means any private or public treatment facility or any person or institution licensed or authorized to give care or treatment to anyone seeking its services for alcohol or other drug abuse. (2) "Consumer" means any person receiving the services of a provider. (3) "Consumer advocate" means any interested group or person promoting the treatment and prevention of alcohol or other drug abuse or any self-help group.
