75-7704. Appointment of deputy directors and other employees by director. (a) Except as otherwise provided by law, and subject to the Kansas civil service act, the director shall appoint: (1) Subordinate officers and employees as are necessary to enable the director to exercise or perform the functions, powers and duties pursuant to this act; (2) the deputy director of child care licensure and finance; (3) the deputy director of home visitation; and (4) the deputy director of the Kansas children's cabinet. (b) Nothing in this section shall be construed to affect the status, rights or benefits of civil service accrued or vested in any employee of the Kansas children's cabinet, the Kansas department for children and families, the department for health and environment or the state department of education.
