76-12a23. Substance abuse programs at state institutions; establishment, administration, supervision, maintenance and operation thereof; rules and regulations. (a) Within the limits of funds appropriated therefor, including any grants or funds received from any agency of the United States government and from any other source, the secretary may establish and may administer, and supervise the maintenance and operation of substance abuse programs at the state institutions. (b) All jurisdiction, powers, functions and duties relating to the establishment, administration, supervision, maintenance and operation of substance abuse programs under the jurisdiction of the state institutions are conferred and imposed upon the secretary, and the secretary may adopt rules and regulations relating to the exercise of such jurisdiction, powers, functions and duties.
