76-841. Cancer research and public information trust fund; administration and uses; annual transfer from state general fund; report to legislature. (a) There is hereby established in the state treasury the cancer research and public information trust fund, to be administered by the university of Kansas medical center. All moneys credited to the fund shall be used to enhance research at the university of Kansas cancer center in the areas of laboratory, clinical and population-based research; and to recruit and retain cancer researchers and clinicians to conduct cancer research, education and outreach programs for Kansans. All expenditures from the cancer research and public information trust fund shall be approved by the director of the university of Kansas cancer center or the director's designee. (b) On July 1, 2021, and on July 1 of each year thereafter, the director of accounts and reports shall transfer $10,000,000 from the state general fund to the cancer research and public information trust fund. (c) On January 1, 2022, and on January 1 of each year thereafter, the director of the university of Kansas cancer center shall submit a report to the legislature detailing the manner that such appropriated moneys are used to enhance cancer research, cancer education and outreach programs.
