82a-724. Review of administrative actions. Any order pursuant to K.S.A. 82a-1901, and amendments thereto, upon review of any action of the chief engineer pursuant to K.S.A. 82a-704a, 82a-708b, 82a-711 or 82a-718, and amendments thereto, is subject to review in accordance with the Kansas judicial review act. Attorney General's Opinions: Regulations adopted by chief engineer at the request and applicable only to one groundwater management district are preempted by those which apply statewide. 98-24. CASE ANNOTATIONS 1. Error to dismiss chief engineer as party before issues joined. Cities of Hesston and Sedgwick v. Smrha, 186 Kan. 785, 788, 352 P.2d 1053. 2. Certificate of service executed by counsel is sufficient proof of service under this section. Frontier Ditch Co. v. Chief Engineer of Water Resources, 1 Kan.
