Section 18

The legislature shall have power to enact laws on the subjects of this ordinance, necessary for its efficiency, and not inconsistent with its true intent and meaning. After January 1st, 1896, this ordinance may be repealed or amended by the legislature; but shall not be amended so as to conflict with any provisions of this constitution. All laws and parts of laws in conflict with any of the provisions of this ordinance are hereby annulled, and this ordinance shall take effect and be in force from and after the first day of January, A. D., 1891.
