That the board of supervisors of Pearl River county is authorized, in its discretion, to have made an assesment of the lands of said county during the year 1891 in the same manner in all respects as is provided by law for a general assessment of lands; which assessment when so made, and approved by the board of supervisors, shall have the same force and effect as though made at the time fixed by law for the assessment of lands.
