Updated State Employee Handbook

Amends Section 4.1 to update the employer contribution rate from 17.90% to 18.40% in accordance with Senate Bill 3231 as passed during the 2024 Legislative Session and House Bill 1 as passed during the 2025 Legislative Session.

Adding Mississippi Code citations which were not available when rules were first adopted; clarifying the parts of Chapter 2 that apply only to CPF grants; adding subsections to Chapter 2 to address BEAD and DSA grants; moving a provision applying to all grants to Chapter 1 and making other clarifications where needed of those rules applying to broadband deployment as opposed to other types of grants

Moving the remainder of Chapter 2, addressing CPF grant funds, to Chapter 10, to be in sequence with subsequent grant programs and editing rules to incorporate updates needed upon receipt of additional guidance from the U.S. Treasury
