To amend Title 7, Part 3, Chapter 9, Rule 9.3: Designated School-Wide/District-Wide Virtual Learning Days in accordance with Miss. Code Ann. § 25-43-3.114 which requires an agency to review all of its rules at least every five years to determine whether any rules should be repealed, amended, or a new rule adopted.

Rule 1.7 is amended for clarification and organization. Rule 1.15 is amended to include fee language. Rule 1.16 is a new rule codifying statutorily required assessments, and Rules 2.2-2.22 are amended to reflect updated filing requirements, policy changes, and to amend language to be uniform between rules.

Title 35.II.2.02 Title 35.II.2.02 - Advertising and Promotions is amended to clarify that a retailer and its employees may not participate in any contest or sweepstakes. Other minor changes were made.

Title 35.II.2.12 Title 35.II.2.12 - Tied House, Gifts, Gratuities and Inducements is amended to clarify that a holder or its promotional representative may furnish to off-premises retailers rebates or coupons that are redeemable either via mail or online by the holder. Other minor changes were made.

This Administrative Code is being submitted to add language clarifying the electronic signature technologies that can be utilized by providers.

Clarify and update fees and penalties; add provisions to comply with Fresh Start Act of 2019; remove all references to wigology; make changes due to the passage of House Bill 1263; include provisions applicable to the issuance of a license to applicants who are members of the military, or married to or dependents of the military (Military Freedom Act)(SB2117) ; to correct typographical errors in previous Rules.

Creation of a new chapter setting forth rules for medical practitioners regarding certification of certain medical conditions for which patients may obtain cannabis, and for related purposes.
