Information submitted to authority or department; protections

All information submitted to the authority or to the department as required by Sections 19-5-381 through 19-5-415 shall be subject to review only by the authority and the department. Further, notwithstanding any other provision of the law, no information so submitted shall be subject to subpoena or otherwise released to any person other than to the submitting service provider, the authority, and the department without the express permission of the department and the submitting service provider. General information collected by the department shall only be released or published in aggregate amounts which do not identify or allow identification of numbers of subscribers or revenues attributable to an individual service provider.
