(a) The county departments shall:(a) Administer the provisions of Sections 43-3-51 through 43-3-91 in the respective counties subject to the rules and regulations prescribed by the state department pursuant to the provisions of said sections;(b) Report to the state department at such times and in such manner and form as the state department may from time to time direct.
