(a) For the purposes of this article the following words shall have the meanings herein ascribed unless the context clearly requires otherwise:(a) “Department” means the Department of Public Safety;(b) “Commissioner” means the Commissioner of Public Safety; and(c) “Identification card” means a card issued under the provisions of this article by the Department of Public Safety.
