Surface coal mining and reclamation permit; preparation of plain language summary of proposed operation and reclamation

Upon receipt of a complete application for a surface coal mining and reclamation operation, the staff of the department shall prepare a brief written summary of the proposed operation and reclamation. This summary shall be written in language understandable to the general public and shall be made available to the public at the department and at each location where the applicant is required to place a copy of the application for public inspection.
