The board shall issue a license signed by the chairman and executive secretary of the board whenever an applicant has been successfully qualified as provided in this article. A copy of the license, so certified by the executive secretary as a true copy, shall be filed by the licensee in the office of the clerk of the circuit court in the county in which the licensee resides.
