Rules and regulations; use of fees and penalties collected

(1) The commissioner, acting through the department, may promulgate rules and regulations necessary to effectuate the purposes of this chapter.

(2) All fees and penalties collected by the commissioner pursuant to this chapter must be used for the administration and enforcement of this chapter.
