(1) The Grain Indemnity Trust Fund shall be administered by the board. All payments made to claimants under this chapter may only be made with board approval, and the board shall provide advice to the commissioner on the day-to-day operations of the Grain Indemnity Trust Fund. The board shall have the authority to contract with individuals or entities regarding:(a) Claims administration;(b) Legal, accounting, audit and financial matters; and(c) Any other matters the board deems relevant and appropriate.

(2) Subject to the approval of the board, the commissioner shall be responsible for the day-to-day operations of the Grain Indemnity Trust Fund, including the disbursement of payments approved by the board under subsection (1) of this section. The department is authorized to make such disbursements to claimants on behalf of the board without further appropriation by the Legislature.
