Compliance with all federal, state, and local laws and regulations. — Each licensed operator shall comply with all applicable federal, state, and* local laws and regulations, including without limitation laws and regulations applicable to tax withholdings and laws and regulations applicable to providing information about winnings and the withholding to taxing authorities.
