Appropriation for grants made to the department of natural resources — to administer. — Appropriations for such grants shall be made to the department of natural resources, who shall administer such grants for transmission to public water supply districts, sewer districts, rural community water or sewer systems, or municipal sewer systems to which the grant is made.
