5. The State Board of Education shall promulgate regulations pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B -1 et seq.), to: a. Set standards for the program of study for the teacher leader endorsement; and b. Set standards for the approval of providers of programs of study for the teacher leader endorsement.
