3. The Commissioner of Education, in consultation with the Department of Children and Families, shall promulgate rules pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), to effectuate the provisions of this act and P.L.2017, c.83. The rules shall identify those facilities that qualify as transitional living facilities, homeless shelters, or domestic violence shelters. L.2012, c.80, s.3; amended 2017, c.83, s.3.
