12. The department shall adopt such rules and regulations pursuant to the provisions of the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.) necessary to effectuate the purposes of this act. L.2005,c.234,s.12; per s.13, act effective on September 1, 2006 and to expire on certain federal actions.
