52:17B-171.11 Rules, regulations; penalties, fines.
12. The Youth Justice Commission, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.) shall adopt rules and regulations necessary to implement the provisions of this act, which may include: a. penalties for continued violations of the manual of standards applicable to county detention centers; and b. a graduated system of intermediate fines and penalties for violations of the provisions of the act.
