Division of Customs and Biosecurity: Established. There is in the Department of Finance a Division of Customs and Biosecurity headed by a director who shall be within the civil service. No person may be director who does not possess professional qualifications including at least eight years of progressively increasing experience in the field of Customs and/or Biosecurity. Subject to the overall direction of the Secretary of Finance, the Director shall have supervision over and be responsible for all matters concerning customs and biosecurity on a day-to-day basis, including employees’ reallocation, promotion, and reclassification.
