Rules and Regulations; Power of Mayor. The Mayor of Rota shall have the power to make such ordinances, by-laws, rules and regulations, not inconsistent with the Constitution and laws of the Commonwealth, and to do and perform any and other acts and things as may be deemed expedient to carry out the purpose of this chapter. According to PL 3-90, § 7(a) (reprinted in the preface material, prior to title 1), “section headings . . . do not in any manner affect the scope, meaning, or intent of the provisions of this Code.”
