Rules and Regulations. In furtherance of the intent of this article, the resident director of Public Works shall formulate and promulgate and may amend or repeal rules and regulations to prescribe the size, appearance and location of the individual street address numbers and the manner by which each owner of buildings and properties assigned a street address number under the provision of this article shall affix to such buildings and properties such assigned number. It is the intent of this section that the street address numbers provided shall be affixed in a systematic manner so that such number may be easily and conveniently recognized.
