Commission Comment: Tinian LL 15-2 was enacted on December 29, 2006, and contained the following short title and findings, in addition to severability and savings clause provisions: Section 1. Short Title. This Act may be cited as the “Tinian Identification Card Program Act of 2006.” Section 2. Findings. The Tinian Legislative Delegation finds that local banks, stores and other business establishments require proper identification to cash personal, government, company and other checks. The Tinian Legislative Delegation also finds that there are instances when residents are required to provide two forms of identification cards to properly identify themselves. The Tinian Legislative Delegation further finds that the local government identification card could be used to allow U. S. citizens residing on Tinian to enter Guam and other U.S. Territories in lieu of a U.S. Passport in emergency cases. To this end, the Tinian Legislative Delegation believes that the issuance of this Tinian Identification Card will provide a true and correct identification of a Tinian resident.
