Deputy Director May Act During Absence, etc., of the Executive Director. In the event of the illness or absence of the Executive Director and until a new Executive Director is appointed, it is competent for the Deputy Director to exercise the powers and functions and perform the duties of the Executive Director, and any such exercise or performance by the Deputy Director in a circumstance as aforesaid has the same force and effect as has such an exercise or performance by the Executive Director and shall be taken to be an exercise or performance by the Executive Director.
