Illness or Absence of the Executive Director and Deputy Director. In the event of the illness or absence of both the Executive Director and Deputy Director, the exercise of the powers and function of the Executive Director or the performance of his duties by the person who for the time being occupies or performs the duties of the office of the Executive Director has the same force and effect as has such and exercise or performance by the Executive Director and shall be taken to be an exercise or performance by the Executive Director.
