Determination by the Commission Concerning Approval. (a) The Commission, upon a consideration of the recommendation of the Executive Director and such other matters with respect of the application as it thinks fit, may: (1) approve the application; (2) refuse the application; or (3) defer a determination pending the submission of further information. (b) Where further information is so submitted, it shall be considered by the Commission together with any further recommendation by the Executive Director may make, and upon such consideration, the Commission may approve or refuse the application. (c) A determination by the Commission to grant an application or to refuse an application is final and conclusive.
