Cockpit Board. There is hereby established a Saipan Cockpit Board, which shall consist of five members to be appointed by the Mayor of Saipan. Findings and Purpose. The Seventeenth Saipan and Northern Islands Legislative Delegation finds that there is a need to amend the Saipan Cockfighting Act of 1994 by lengthening the period a licensee may hold an operators license. Over the years since the enactment of SLL 9-8, the various past operators have found that the annual license fees paid coupled with the duration of the licensed period is not long enough for the operator to re-coup their investment and to enhance and upgrade their arenas because of a legitimate fear of loosing the licensing rights at the next year's bidding.
