§ 11106. Contracts. The Commission may enter into such contracts, leases, or other agreements or transactions as may be necessary and proper to fulfill its duties and responsibilities under this chapter and execute all instruments that are necessary and appropriate in the exercise of any of its functions permitted under this chapter.
